Assuming your counterweight scale is zeroed correctly and you're applying the correct tracking force for your cartridge... Could be 3 things. Either your anti-skate is set too high, your tonearm bearings are adjusted too tight or are damaged, or something is sticking in the mechanism attached to the tonearm that triggers the auto shutoff at the end of a record. That would likely just be some grease that has hardened over the years or a minor adjustment.
